Solutions-4-Security delivers Hawaii’s most comprehensive, legally defensible, Total Use of Force Training, meeting State, Federal, and Regulatory compliance while equipping security and law enforcement professionals to operate safely, effectively, and within the law. All programs are research-based, taught by certified instructors, and designed to build competence while reducing organizational liability.

Programs Offered:

Conflict Management — MOAB® (Management of Aggressive Behavior)  (1/2 day, 1 day and 2 day programs available)
  De-escalation strategies to prevent injury and manage aggressive behavior compassionately and effectively.


Threat Pattern Recognition & Basic Use of Force — PPCT Management Systems, Inc.  (40 hours [5days])
  Hawaii’s only program of its kind, used by 70% of U.S. federal law enforcement agencies, the University of Hawaii Community Colleges, and agencies worldwide. Covers compliance, handcuffing, empty-hand tactics, intermediate weapons, pat-downs, and weapon retention.


Intermediate Weapons:

  • Batons — PPCT Management Systems, Inc.
  • Pepper Spray — OCAT® (Oleoresin Capsicum Aerosol Training)
  • Electric Guns — Axon/TASER® (w/ SMART Training Hawaii)

Compliance & Standards

Fully compliant with State and Federal safety standards applicable to 28 CFR §105.22, 18 U.S.C. §242, HRS 463 and HAR 16-97. Our training ensures educational and legal compliance, incorporates federal case law, and applies evidence-based methods from human performance, medical, legal, and tactical research, supported by the latest learning science. Instructor certification is also available.
